I want to play playstation and dreamcast games here becouse they are free and great, but i also know that downloading roms to computer is illegal and rgr download them to computer.
They are not stored in browser, they are in computer. So i ask is there any way to make it legal?, so i dont need to buy ps vita and these games to play legaly?.
I checked other sites that store games in browser, but emulation is much worse and latency makes some games unplayable.
So if there is any way, please write it here.

Not really to be honest at least not on vizzed. However, nobody will do anything about it so you are safe don't worry. The fbi wont come busting down your door for playing sonic adventure.

The only legal way is to own the game. Turning that cartridge or disc into a digital copy is also legal, which is the reason why emulators are allowed. This means you just have to buy and own the game, not its console/handheld. As long as you don't distribute that digital copy, you're absolutely safe.

I've seen some emulators' official website which include a guide on how to make digital copies of the systems they emulate, making it all the way easier. Some others allow to play games directly from its original disc as well. It's all a matter of investigation (and trying which emulators can your computer run).
