For some odd reason, I believe Rayquaza is the most powerful out of the four. Jirachi comes in a close second while the two tie in third place.

jirachi is powerful because of his wish granting (plus he learns some good moves) but he has his limits he could just grant the wish that rayquaza would be gone but he would have to find some one to wish that first. either way i agree with jirachi being more powerful than kyogoure and groudon.

I belive rayquaza, I chose from experiance because I fought Kyogre,Groudon, and Jirachi with rayquaza and beat all of them, they were all level 100 but it might have been differnt if i faught Jirachi without a level 100 rayquaza and like a level 70 i would have lost so my second choice was Jirachi.
