Like in life, it's impossible to make it rain. It is 100% random. Also, you need to understand that rain is actually pretty rare in this game because it is in such a dry part of the world. During the Undead Nightmare DLC there's a lot more rain. Also, the American locations in the game have a slightly higher chance of rain.
