I'd go with piplup. It's evolved forms are part steel and steel isn't really weak against anything.
It gets really strong water moves which would wipe out chimchar's family and grass type is just so-so. too bad about ground type though...

Dialga is WAY cooler. Roar of Time is an awesome move and he looks way cooler...

...Also I'd prefer to have a pokemon that could control time than have one that can control space...
