Here's the real reason why.

If they were outlawed, bootlegging and smuggling of alcohol/tobacco would run rampant.

At least this way, the economy benefits from these two things. Have drugs like marijuana being illigal ever stopped people from doing it? No. Also, alcohol is probably the least dangerous drug in the world. Its almost impossible to get addicted to it the first time you use.
