From what I know, you normally have to wait at least 6 months (preferably MUCH longer) WITHOUT making any re-regs (and during this time, you shouldn't bother them through outside sources either).

After 6 months or longer, you can try to ask the mods through outside sources (not through vizzed) if you can return. If you make re-regs, the re-reg most likely will be perma banned (based off of what I've seen) and the amount of time to wait will be even longer.
