I'm looking at going to college at the beginning of 2015. But I don't know what i want to study. So i found to degrees that can give me a basic education that i can use. But i can't figure out what the difference between General Studies and Liberal Arts degrees.

Uh, if General Studies in like General Education, then it has a little bit of every degree in it so you can decide what you want to major in. At least, in my school it does. Also, if it's anything like my school, it's going to be required that you take it, regardless of your major.

I'm not sure what Liberal Arts is, I think it has something to do with literature and humanities?

You know, you could always go as undeclared and finish off your General Education. Then maybe you'll figure out what you want to major in.

I don't know if it is the same over the pond but in the UK general studies is looked down upon, it is one of the few qualifications (level 3) which a university will not except. I am not entirely familiar with Liberal arts but it isn't on the "blacklist" that much I know.

A lot of the people here are taking media studies, and there is no way more than 10% of them will get a related job.
Before you look at pursuing a certain path you really want to look into employment after graduation statistics and the like. Its not so bad here, because the government pays for your studys (but only once, so the media study's students are in trouble), but since I imagine you will be personally paying for your studies, you ought to treat it as an investment.

Honestly, you should not major in either of them. They are too broad and general of topics, thus only providing you with a sliver of knowledge from each field of study. College is a great time to explore to broaden your perspective, but do that with electives and minors. Reserve your degree for something more specific that will give you employable skills and knowledge, since that is really why everyone goes to college. Majoring in either of those won't cut it. It's okay to not know what you want to do yet, but try to get a general idea and start taking classes in that field. If/when you figure out your calling you can always switch majors. I'm graduating college myself in a month in public relations, and plenty of people in my classes were political science majors or biology or whatever. My school is also full of transfers. So don't feel pressured to make a decision now fearing you're locked into it; there's always time for change.
