Honestly levels aren't too major of a thing in the anime, just like how type match-ups aren't always too major. This is why levels usually aren't mentioned and it even explains how an experienced Pokémon can lose to an inexperienced Pokémon, half the time the anime lessens or even disregards those factors. A prime example of this is when Ash beat Brock, the anime disregarded Brock's Pokémon's immunity to electricity as well as the fact that they had more training.

I think the levels are never a thing that has to exist in the anime, because they are only targeting children, not adults that actually analyze the show like all of us.
