Sorry no. I did a little research. Sonic needs at least one emerald nearby to use CC, and it is a purely passive ability that stops time or teleports him.
Guess who else can do that. Megaman
Also, when 2 time/space abilites like that are used in close proximity acording to Sonics reality, they cancel each other out.
Shadow is the one that more often then not has other "Chaos" powers.
Even if Sonic used another Chaos ability, Megamans teleportation system works on a similar principle and would get him out of harms way even if its freqency didnt cancel out the Chaos powers, as all indications point to it doing.

Ok Megaman is awesome, we all know that, but Sonic would still win, why? Well while you constantly say "oh he can use flashmans power and freeze time!" remember one other thing, Sonic can't get hurt so long as he has 1 ring, and if he's frozen in time he can't lose that ring because the second he drops it, it's gonna touch him again and he'll get it back! Plus can you honestly say that Sonic would give Megaman the time he needs to use the time stop thing? Also I've played Megaman 2 and while that power is insanely effective, it lasts for maybe 7 seconds then takes forever to get the energy you need to fully recharge it. Sonic doesn't need chaos control, one spindash into Megaman and he's done! He may have some health but if you get hit by a spinning spike blade than you're pretty screwed! Sonic would win hands down
