I would have to say Mewtwo because he was created to be stronger than Mew in the first place, and even if Mew can learn every move you only have four that you can use in battle anyway.

I think alot of Pokemon can be set up in a way to beat others if they know the fight is coming.
If you know you are going to battle Mewtwo with Mew then of course you can set it up to beat its opponent.
In a battle that is randomly fought however Mewtwo by stats alone would have the advantage.

Don't get me wrong, I like Mew, I would probally pick it over Mewtwo.
I'm just saying that in an unplanned fight they are at best equal.

I say Mew could defeat mewtwo even though mew was created through mew's DNA that does not mean that mewtwo could defeat mew easliy. Becuase, mew could just learn dark pulse shadow ball thunder and dark void if you use a cheat code and defeat him.

Mewtwo's base stat total is 680 while Mew's is 600. Even though Mew can learn all TMs / HMs, Mewtwo can learn a wide majority including flamethrower, thunderbolt, ice beam, etc. I usually don't use legendaries as they are essence of cheapness (especially these two).
