Definately Mewtwo he was created in the labroratory to to be a superior beign to Mew he also can generate more power quicker he is taller which is an advantage to him because mew is so small he can do massive ammounts of damage in the simpilest amount of combat yes mew is powerful but mewtwo definately gets the first slice of the cake.

It could get soft boiled or rest, and something to buff its defense, and some spectacular attacks. So in the end I think it comes down to preparation, which Mew is better at.
