Honestly if it were about using strategy and the amount of time to get to it would have to be Anabel the leader of the battle tower.

I've never battled one of the Frontier Brains, so the hardest trainer I've ever fought would be Steven. Matters were not helped by the fact that Rayquaza becomes my primary Pokemon once I catch it prior to getting my 8th badge or by the fact the game guide I was using showed his levels wrong, but I managed to snag a win.

While playing the game I noticed I haven't had many problems with trainers, their strength, and 'strategy'. I'd have to say the hardest ones to battle are those in the battle frontier, the leaders I guess you could say. Other than that, I can't think of any trainers. The elite four and champion aren't that difficult...

Although Steven is the Champion, he is not the best in my opinion. His team focuses on mainly steel type Pokémon, so you would target weaknesses on that. For me Anabel of the Battle Tower would be the toughest trainer mainly because of the diversity with the moves her Pokémon has.

I know I might be alone on this but I think Drake is the hardest because his salemence gave me so much trouble my first playthrough of ruby and stevan was very easy.

It's Anabel or Steven. If Steven had type diversity, he'd be really tough. Like, Trainer Red tough. But, Anabel has different typings, so she's pretty hard as well.

The frontier brains are the hardest. Some aren't as hard, for instance, the rental place, since he also uses rentals. But the guy at the Pyramid is extremely difficult. Steven is hard, but if you level up enough, it's not that hard. Can't level up above the brains though.

I would say Anabel. She is versatile, and covers a lot of different typings. Steven, yes, of course he has high leveled Pokemon, but again, mainly steel-type. Easy win if you have the right Pokemon...if you have trouble with him, there's nothing to do but just adapt. And it isn't hard to in all honesty. 

Anabel just throws different types at you, and it's quite hard to adapt to sudden change like that, while Steven is waiting for you with the same Pokemon.

That trainer is none other than your rival, May or Brendan. When you look at the level comparisons to the likes of Wallace and Steven, May and Brendan look really easy. However if we take into consideration at the time of the battle then you realise that your pokemon will struggle. The starter type disadvantage does not help you out since your starter is usually the highest level pokemon you own. I remembering having to keep fighting May / Brendan since I was solo running my starter, it can be very annoying!

The Frontier Brains are tough without properly EV trained Pokémon. As for Gym Leaders, I'll go with Tate & Liza. They ruined me last time I played Emerald.

Well when I was playing Emerald I always lost to FLANERRY . She was just so hard for me to beat . So I'd say her . But in the anime .... Ash would be the strongest in Hoenn as he is in almost all the other regions . Except for Unova . Adler is the boss
