Suicune.

Tactically, it's the wisest choice outside of battle. Flash can only be used in certain areas (can Entei learn it? I can't remember), but Surf can be used in SO many places throughout the Pokemon world. Also, it's the most attractive of the three and I think it was meant to be that way, looking at the appearance of the other two. And of course, Suicune can use other water-type HMs (Dive, Whirlpool, Waterfall).

Still, Entei and Raikou are pretty powerful in battle. They can burn and paralyze (respectively), and Raikou is probably the fastest of the three; electric Pokemon tend to be faster than a lot of other types. But of course, Entei can do a crap load of damage with its fire-based attacks; fire-types seem to be the most powerful in a lot of battles.
