Ok, maybe its just me, but Diglett is nowhere in the game other than in other trainers parties.  Diglett has no area on the map where he can be found and neither does his evolution Dugtrio.  Does anyone know where he can be caught?  Are there other Pokémon that have the same issue?

No, you can catch them all, they are all somewhere or possible to obtain via level-up.

you can't catch dugtrio, but you can capture a diglett in the mirage tower that shows up randomly on route 111.

You should be able to catch Diglett since it is called Pokemon Emerald 386. It could be in a hidden area that only comes at a certain time like Mirage Tower or somewhere like that. If you look around, you should eventually find Diglett somewhere.
