If you are talking about the game in the GBC game room, thats actually a hack of a game called "Keitai Denjuu Telefang" which was made back in 2000, before they even thought about making Pokemon Diamond/Pearl.
Its not Pokemon Diamond but a game that was edited to be like a Pokemon game to draw attention to it.
The fact that its named the same as the new generation game is coincedence.
It is supposed to look like that yes, the freezing thing must have been a glitch though.
