As KG said, avatars can be uploaded and changed by regular Members... but patar's instructions are accurate for the video-game related pic under your username. That can never be manually set, as it changes based on how many posts you have. Your actual avatar is something personal to you that you can set and this is in the same area. It's called "User Picture" in the Profile & Settings area. The Mario/Pokemon/Zelda/Mortal Kombat/Final Fantasy/etc pics are the "Post Rank" pictures.
