you should level up more.
Which starter did you choose?
If you chose Mudkip, you could destroy him with Marshtomp's Mud Shot.

First you have to tell me your team, their move-sets, and which starter. If you have a ground type you may be good to go- if you aren't however their is a cave in the town you go to to fight Broly, in there there is a Makuhatia (Fighting type which is effective against steel/electric types)

Again, go to the island where you can catch a Makuhita, and keep it, it's a VERY well-rounded Pokemon that I always use in my playthroughs..p.s. BluemageKyle rocks if you ask me!

It sounds like you already fought the other trainers inside the gym. That's unfortunately because this would have been a good way for some quick grinding on the Pokemon you plan to use on the leader. In the future, try to focus on only using one Pokemon as much as possible on those gym trainers. If you can't win battles with 1 single Pokemon against the trainers, you're not ready for the Leader anyway. Leaders are a LOT harder than the standard trainers within the gym.

I can usually get away with beating regular trainers with Pokemon that are 1-3 levels lower than theirs... 3-5 if I have the type advantage. For the leaders themselves, it's really difficult to win at a lower level even with type advantage. Depending on the gym, I've had cases where they have attacks so powerful that your type advantage means nothing. They'll KO you before you can get them. You sometimes need to be a minimum of 2-3 levels higher with a move that's super effective in order to prevail.

If I recall correctly (it's been a while since I played this gen), the leader has Shockwave on every Pokemon. That's a no-miss Electric move that does pretty good damage. If you're not resisting (or better yet nulling) Electricity, you might be in for some trouble. It may not be a bad idea to use your nuzleaf earlier on to eat through some health earlier on and when he can't last any longer, go to your trump card.

Go back to the cave near Dewford and catch an Aron. Aggron is a beast especially if it has Rock Head as an ability. It can learn Double Edge and Rock Head prevents recoil damage.

One way trip to the RGR Forum for this one.
