I do not know, exactly. But, in my personal opinion, mew, mewtwo, or celbri. They are Pokémon with powerful moves. But, they really do not have a lot of HP (in the movies).

If I had to say who the strongest is I would say charizard why cause it is very powerful and fast if you train it right. Plus flare blitz or flamethrower is very powerful unless you are facing a pokemon that is not very effective against it.

Ho-oh and Mew are most powerful.  Ho-oh flame is so powerful that it burns forever. And Ho-oh barely gets hurt from water type moves plus it is the only recorded pokemon to have actually kill three other pokemon with a burst of power then created them to stronger than they once where.  Mew because it' mew.

I have to say, in my opinion, Starmie is the strongest I know it's an odd choice but it can learn moves like Thunderbolt and Ice Beam, Ice Beam being useful against Grass Types which is its weakness Thunderbolt being really powerful itself :3

mr.keys : that is true but I realize that arceus can learn every move that is a tm and that you need a mentor for like Draco meteor because of the plates it can change it's type making it extremely powerful.

Arceus is the best overall. Deoxys can be the best mixed or special or physical attacker or the fastest. But I have to say the best is Kyogre. it has decent bulk and a very powerful move in waterspout. It's ability boosts it's water type moves and lets it launch perfect accuracy thunder, and its a fish.
