Actually, there was a commercial produced in the US that was so bad, people began to protest it, as in, SIGNING A PETITION to have it axed. It wasn't offensive, it had no sexual content, but it was the worst commercial to ever be crapped out,
it was the "Saved by Zero" car commercial.

The most annoying commercial in my state is Bar None or something. It has a sock puppet with screachy voice and talks fast. Might not seem bad at first but it's the reruns that get ya. OVER AND OVER AND OVERRRRR
