Ok step by step list:

1) Check the manual for the emulators, and or readme (ALWAYS DO THIS FIRST!)
2) Check the emulators appropriate sites
3) If you still haven't find out then post what emulators you use here and wait for help.
x) I'd recommend to play without savestates as it is quite a lot more fun, but whatever floats your boat.

THAT sounds like my cue! :3

on the GBA emulator (visualboyadvance), I press command F to save state. And this error message comes up

Error creating file Save States/Pokemon - Leaf Green # GBA1.sgm

on the n64 emulator (sixtyforce), there doesn't even appear to be and option to save state, and when I save games, they don't save.

For VBA these should do the trick :
http://vba.ngemu.com/faq.shtml
http://www.mameworld.net/easyemu/VBAGuide/vba-guide.html
and for the n64 one :
the free version of sixtyforce lacks savestates , fullscreen support, and displays the "Gerrit" logo on the bottom of the screen during play. The paid version, which costs $15, has these two features and no logo. So which one do you have ?
You can always try Mupen64 : http://mupen64.emulation64.com/
