I wouldn't say they are the same firstly Chimchar learns better moves and secondly Chimchar has better stats if any thing Pansear is a weaker version of Chimchar also a big difference is Pansear only has one evolution and Chimchar has two.... I could be a jerk and go on abot how the design is different XD but I won't go that far :3
