I would definitely say Zubat/Golbat etc. only because a lot of people overlook them as they are in every cave possible. But damn, can they ever pack a punch in almost any Pokémon game. Especially with Steel Wing and Wing attack and the eventual Poison Fang, Crobat becomes a speedy little bat who just annihilates almost anything in its path. A very good example of its use is generation III; every time I always have a Crobat on my team by the time I beat the elite four because it is THAT useful. So those things that you keep seeing in caves are probably the best utility you can have for game progression. Hope that makes everyone feel better when they run into Zubats all the time.

i have got to say bidoof; but when it becomes a bibarel it is a master slave; but then again then again they r actually good in battle; but nobody really notices them.

wi-fi pokemon games and I've never seen those two being used by
someone .The same goes for Grafigrig ! :O

I have a level 72 pachirisu in pearl a level 100 pachirisu in heart gold and a level 95 pachirisu on Pokémon black but none of my friends use pachirisu my pachirisu can knock out pretty much everything but my friends say that there weak but they can easily knock out their groudon because they all have grass knot but hey that's just my opinion :p

I haven't done to much online battling against other players so I don't know how often it is used but I like my Furret because he has a very versatile move set and when I battle friends they never know what moves I might have changed so when he comes out they have to stay on their toes.

Mine myself would be pinser or sableye.

And I Think They don't Really get enough Credit For That.

   The most under rated Pokémon and starter from Kanto, in my opinion, is Blastoise. Yes, his attack may be less than that of Charizard and Venusaur, but moves like Hydro Cannon, Hydro Pump, Blizzard, and Earthquake make up for it. Also, his defence is very good and can stay in a battle for a long time while it is destroying everything in its path. He is very under rated by many people. 
   Blastoise can shoot water from its cannons with enough force to punch holes in steel, and enough accuracy to hit an empty can 160 feet away. Blastoise also has the ability to learn Ice-type moves like Ice Beam and Blizzard. Since Blastoise is a fully evolved Water-type starter Pokémon, it can use Hyper Beam, Giga Impact and Hydro Cannon. It can spin very fast in its shell to knock enemies out of its path. Despite not having Steel as its secondary type, it does however gain access to Steel-type moves such as Gyro Ball, and Flash Cannon, which helps it in battles against types that resist its Water-type moves.
   I have no idea why Blastoise is so under rated he can dominate almost everyone in his path and is only weak to grass and electric-type moves! Blastoise is the best Water Pokémon out there!

Deoxys. Deoxy's ability to change between 4 forms means that he technically has the highest speed, attack and defense stat of ANY Pokémon.

Em, probably Wortortile in my opinion, since everyone LOVES Blastoise and Squirtle and poor 'ol Wortortile's being shoved aside.

Although he is overrated as well, a good Rattata can be amazing in a Wi-Fi battle. I do not have a DS Pokémon game, so I don't know how often people use him, but with the item that keeps him from dying, Quick Attack, and Endeavor, he can kill just about any Pokémon!

I'd have to say Manectric is pretty underrated, he has 105 speed which can barely out speed a lot of Pokemon , has good special attack, and he has thunderbolt and flamethrower, combine that with a hidden power ice and I think it can go against a lot of opponents.

NOWBODY is using a Pokémon like feebas (nowbody)

They should add Dragon type to Milotic and Gyrados.They are SUCH MIGHTY DRAGOOONS!

quagsire is a very unrated pokemon and rarely used but is super usefull. and if it were not for hi i could have lost to the champion of the johto.
