Since I own Ruby, i never played emerald. My lil' bro needs help finding something to progress further in the game. Here are some details: I'm at Sootopolis city and the door to the gym leader is locked but i need to find the submarine that team aqua stole earlier in the game.

It's not actually directly out of Sootopolis. You need to explore the underwater areas of Route 128 until you found a "door" that is underwater. When you go in, you'll see the submarine. Go to the surface of the water to explore around. This Bulbapedia article shows a layout of Route 128 in case you need help finding the entrance to the cavern.
