Legendary Deoxys (Speed form) is the fastest Pokemon, I think. It has fast speed and agility, and it has some strong moves, like Extreme Speed. It is also one of my favorite forms of Deoxys, and it has a cool feature to it.

Uh..... i really have no idea. there's alot of speeedy pokemon, and i can't say fopr sure.
i'd guess the only way to be for sure is compare the stats of Lv.99 pokemon that have
never used a calcium (or watever it is that raises speed) and are not shiny pokemon and are all of the same nature to find out.
but of course, that would take a long time to collect all pokemon with all the same nature and all lv99, but that's utterly the only true way to do it. it's only logicall.
