Fusilier, the Dual-Mode Beast (2800 atk, its effect halves its attack when summoned without a tribute) with Megamorph, Fairy Meteor Crush, Limiter Removal, and Upstart Goblin. Would that work? I know Megamorph doubles a monster's original attack, but I don't know if Fusilier's effect would cancel that out.

You can trade pokemon to Pokemon Crystal from certain versions that have appeared after it (Ruby, Sapphire, Emerald); however, you can only trade pokemon and attacks compatible with Crystal. For example, you can't trade a Kyogre to Crystal version or a pokemon that knows a Hoenn attack (like a Typhlosion that knows blaze kick). You would have to delete the incompatible moves before the trade.

I definitely agree with you, SarothCyngus. I'm a big fan of Megaman, especially Megaman NT Warrior, and would like to see Nintendo give Megaman the tribute he deserves.
