If you're going for pure pet and no training, competing etc. I'd have to go for Skitty. It's super adorable! And I love cats. =D But Butterfree comes in strong too. It's always been a favourite of mine.

I'd have to say that I prefer Froslass. Ghost and Ice together? AWESOME! Yes, it does have many weaknesses. But with the right moves, right strategy and right training it can be awesome.

Having Giovanni kill himself in a pokemon game would be like adding rape to a Disney movie. =S Plus, have you seen the episodes banned for tiniest things? No way would they ban an episode for one main couple to slightly appear as a couple and then allow a game to have a suicide. It just doesn't seem likely to me that it'd be allowed.
