The NES has a total of 8 working palettes that can be used at a time.
4 are for backgrounds and consist of 1 shared color + 3 variable colors.
The other 4 are for sprites and consist of a shared transparent color + 3 variable colors.
In most games each 8x8 pixel tile can use one of the 4 available palettes for it's type.
Another trick is to layer sprite tiles over background tiles to create the illusion that more colors are being used. This techniques is used very prevalently in the Megaman series.
The palette I posted is the complete palette of colors that the NES is able to output, not the specific palettes used within games.

Figuring hours might be a bit of a hassle.
Especially when you consider that some things can take as little as a few minutes to do.
I think it might be better to figure out an amount of points to pay per piece. Like for songs we could pay out a number of points based on the song's length. Graphics can generate points based on the number of 8x8 tiles they are comprised of.
ASM coders are the hardest to find so maybe we can use the cash to woo them.

Since you're going to be collaborating for the music I'd like to have an example piece from both of you of the same song. This will help you guys to get used to the nuances of each others styles.

About the ATB idea; unfortunately ASM isn't modular code you can't just yank code from one game and use it in another as is. It has to be modified and there has to be room for it.
Also, There are no NES games that use ATB. Only the SNES FF games had ATB and those games use an entirely different kind of ASM code.
