Clearly at the moment that would be Beerus, I don't really consider Whis a Villain, he's just kind of apathetic.

Beerus could basically kill any previous DBZ villain instantly, so I'm not sure it's even debatable.

Toughest villain? Easily Cell.

Kid Buu was known for destroying planets and stuff yes.
But Perfect form Cell was just a Monstrous creation that ended up forcing goku to forfeit and brong arguably the best fight out of Gohan I've seen.

Super BUU isn't bad but he literally struggled against Gotenks which were two children as one fighting against him. If you really think about it, that implies super buu is weak.

In my opinion the strongest dragon ball z villain would have to be Lord barous the god of destruction. The man cat literally destroys entire planets on a daily basis with just a sneeze and nobody can stop him, and he trained goku and vergeta to obtain the highest level super sayian form super sayian god.
