I think it would be a legendary. It is probably either Raikou, Zapdos, or Zekrom. I think that Raichu might be up there too. It is hard to try to guess.

I find this a bit hard to but I'm just going to use my personal Opinion and say that Ampharos, Electabuzz and Electrode as being a very high voltage Pokemon. I didn't really chose any Legendary Pokemon yet I believe that Electrode, Ampharos and Electabuzz are pretty high in voltage.

Um, I will have to go with the biggest one in that picture!  Raikou would because he has thunder clouds on his back! He can shoot pure lightning out of that, which would kill you. Other then him, I would say that Zekrom would come in second with Zapdos coming in a really close 3rd. I would say this because you will always see those Pokemon with sparks or just pure lightning shooting out of them, which shows that they have too much electric power that they are not able to hold it all in!

I would definitely and say Zekrom as well, and for many reasons I am going to list here:

1: It is a dragon type as well as electric, so it is going to be pretty powerful since dragon types are awesome and powerful

2: It is a legendary, so it is already going to be pretty powerful just because of that (and for that matter, I would rank zapdos 2nd since it is also a legendary electric type)

3: It stores millions of volts of electricity in its tail as minecraft kindly pointed out.

So Though Riakou is also and electric legendary Zekrom seems to have more power and voltage that it . BUT Ash's Pikachu also looks like it can generate a lot of volts of electricity too / Strange enough .. none of its victims die from electricution . Just end up getting a bad hair day or blast off ...... again

Well a legendary Electric-type Pokemon would make the most sense, though Jolteon's Pokedex entry says that it uses 10,000 volts of electricity. I think that's the only Pokemon that has actually been given a number to the amount of volts it uses. I could be wrong, though.

Either raikou or jolteon. They each carry tons of electricity, and I'm pretty sure it's the highest. It could be zekrom, as it's tail contains so much electricity. I think though I'm pretty close.
