I chose Ho-Oh.
I really like Ho-Oh's design, colors, and look.
The name makes it sound derpy, but it
actually looks pretty awesome, and quite wise.
Ho-oh also looks a lot calmer than Lugia, meaning
Ho-Oh is more of a peace pokemon, and Lugia
is more of a fighting kind of pokemon. And i 
like Calm + peaceful pokemon.
Lugia's signature move is 'Aeroblast', while
Ho-Oh's is 'Sacred Fire'.
Both of the moves have 5 pp, 100 power and 95%
accuracy. But the Effect of the move is what matters
in this stage. Sacred Fire, inflicts damage, and has a 
50% change on burning the opponent It
can also thaw out a frozen Pokemon and
deal double the damage. Whilst for Aeroblast,
it only has a high critical hit ratio, and they
don't really land that often. 30% chance
getting a critical hit, and if Ho-Oh and Lugia 
were battling, and Lugia used Aeroblast and was
a successful critical hit, it wouldn't do that much 
damage to Ho-Oh anyways, since The move is a 
Flying type, and Ho-Oh is also a flying type. It won't
be very effective, so it'll do x1 damage.
And If Sacred Fire hit's lugia, it will do x2 damage
because it's not effective, and not, not effective.
Overall for their signature moves, Sacred Fire would
deal a little more damage than Aeroblast.
Now to the Stats. Both Ho-oh and Lugia focus
on defense, but Lugia is a tank, whilst Ho-Oh
Is half a tank, and an attacker making it a little
bulky and powerful at the same time.
Ho-Oh has higher Atk, Sp.Atk, And has the
Same Sp.Def. Ho-oh is only weak to 3 Types,
and Lugia is weak to 5 types, meaning lots
of attacks could damage Lugia easily,
Ho-Oh can learn 16 moves by leveling up.
Power 60-140 maximum
And lugia can learn only 15 moves by leveling up
Power 40-140.

Likki : Definitely going with Ho-Oh. It is not only my favorite type (flying) along with Fire, it has great stats and can learn a butt load of moves.

I have to go with Lugia although Ho-oh is a close match, I really like the moves and types of Lugia and it has great stats(not really saying much because Ho-oh has great stats too), although Ho-oh looks way cooler in my opinion. I choose Lugia mainly just for his type and moves he learns.

Lugia Guardian of the seas.
I know Lugia and Ho-Oh have equal total stats but Lugia is more of a defence based pokemon and I like defence based pokemon.
Also I played pokemon silver first.

I like Lugia more because it is flying and psychic and because it is an awesome legendary with great stats, its highest one being its incredible special defense which at level 100 can reach 447 which is pretty high. I have just had more experience with Lugia as well and I am more familiar with some of the good moves it is compatible with like hydro pump, ancient power and sky attack which is a powerful move that deals 140 damage. It is not that I have anything against Ho-oh because I am sure it is just as good, but I have only used it in one game whereas I am much more familiar with Lugia because I have used it much more, so that is why I picked Lugia.

I'd say ho-oh. Most people prefer lugia, I'll admit lugia is pretty cool myself but ho-oh doesn't get as much love. Lugia has its own movie, its own theme (Lugia's song), and overall, lugia is much easier to get in HG/SS then Ho-oh. Ho-oh provided me a challenge with that tower full of those ledges or... what are they? ramps? I'll just call it a maze/puzzle. Plus Ho-oh is majestic itself and has a cool backstory to it, reviving 3 dead pokemon and reborning them into the legendary beasts. Plus its typing does make sense if you think about it, lugia is a psychic/flying type, the flying type makes sense but... its suppose to be the "guardian of the sea" don't you think? And so, I'll have to go with ho-oh.

Ho-Oh because his stats are better as well as his move set, and it's my favorite Pokémon type which would be fire. Also I like Ho-Oh better because I prefer Gold version to Silver version, and navigating to his capture site was a lot easier and more detailed than Lugia's.
