It looks like it may have been to get points.
But it is a good hint so lets change it to tips in general for any Pokemon game.

My best hint is to level up a Electrode as soon as possible.
By doing this near the end of the game it's possible
to quickly level up any weak Pokemon simply by
sending it into battle first, then swich to Electrode
and use selfdestruct. By doing this your weak pokemon gets all
the exp points that Electrode would have eaten up.
Using this strategy I went from a level 5 Machop to a lv47 Machoke
in just a couple hours.

My best tip is to let your starter learn more moves than just ones of its type, so you can be able to beat more gyms.

Skip Marowak ghost fight in Red/Blue

The top floor of the Pokemon tower in Lavender town is blocked by the ghost of a Marowak which can't be identified or defeated until you get the Silph Scope.
With this trick you can get to the top floor and save Mr. Fuji and get the Poke Flute without ever going into Team Rocket's hideout.
If you use a Poke Doll item in this fight, no matter if you have the Silph Scope or not, you'll escape the battle and Marowak will be defeated.

It's called Cinnebar Island. And you don't want to find Missingno. (and definatly not catch it) as it screws up your game save.

But there is a good trick to use concerning Cinnebar Island.

Safari Zone Pokemon caught easy:
After visting Cinnebar Island the first time, fly back to Fushia City.
Go into the Safari Zone and wander around until you run into a Pokemon you want to catch (use Great/Super Rod to find Dratini's).
Run away from it and use dig, teleport, escape rope, fly, or anything else that will take you out of the Safari Zone.
Fly back to Cinnebar Island and surf up and down the right side edge of the island.
So long as you didn't encounter any other Pokemon, you will find Safari Zone Pokemon as you surf up and down the edge of the island.

No problems.

Heres a simple hint for if you have no repels and don't want to fight any wild Pokemon in Pokemon Gold/Silver.
When you walk up to the edge of some grass, use Cut and the grass will be gone.
You won't encounter any Pokemon on that spot.
The grass is reset if you leave the area.

The problem with rare candy is you level up but your pokemon wont be as strong as leveling up through experience.

I think thats because even though its not mentioned there may be a form of EV training even in Red / Blue.
Anyone confirm?
Also I don't recommend the multiply item cheat as it involves Missingno. and your data / save could become corrupt.
