Yes the laptop allows you to play all of the retro game room games free of viz, and also allows you to host games on netplay.

So yeah owning the vmachine+netplay item is equal to owning the laptop, the only difference being the laptop only takes up 1 slot in your accessory section.

It is also equal in price

Vmachine=25000 viz
netplay=25000 viz
laptop= 50000 viz

Yes they are.  Like Legolas said.  The vizzed laptop gives you all three privelges.  You can make sessions play, play all games on vizzed for free without paying Viz and you can or could rather watch all retro toon room shows.
