I was offered a job, however I was told I would have to learn php and maybe some sql on my own time and dime. I will tell you what I know.
I'm decent with C, and have some html/css experience. I know sql is a database language, and php is used to create web content and in bedded in html. Id start with www.tutorialized.com for learning it, and for a beginner use Dreamweaver for the coding. Not many programs have a simple 'drag and drop' style coding, but Dreamweaver is the closest. Also its help files are generally useful.

For PHP I would suggest getting a PHP basics book... a good one would be Larry Ullman's PHP for the world wide web and a good database book would be Creating Database Web Applications with PHP and ASP.
