You'll access the menu with the Esc, then you'll go to Config, then Input.

From there, you will open the tab at the top for #2, you will then change it from 'None' to 'Keyboard/ Gamepad'.

Then you'll click 'Set' this will set default keys to the buttons for player 2. You can then click Set Keys if you want to assign those keys differently.

Edit - if your mouse won't move in the menu, you'll have to go to fullscreen by pressing Alt and Enter.
