Fist of all, in order to have a layout you must be either a trusted member or having 250posts.
Then you need to find or create a background picture, and use html code in order to make that layout functional. If you don't know html code, you can go to vizzed market and ask someone to make you one (you'll have to give him/her some Viz as a payment, but there are also some free shops ).
