If you're talking about each Generation, it would go like this....

Gen I... Charmander
Gen II... Cyndaquil
Gen III... Treecko
Gen IV... Piplup (although Gen IV starters were a tough one, all 3 seem a little mediocre, but Piplup beats the others just slightly)
Gen V... Snivy
Gen VI... Froakie
Gen VII... Litten


But if you're talking about them all, then my most favorite would be a tie between both Charmander and Snivy.

My favorite starter is Pikachu from yellow version because it is the only starter that is electric type pokemon and Ash first pokemon. If Pikachu doesn't count then maybe I choose Piplup.

It's a tough one between Gen 1's Charmander, and Gen 4's Turtwig (only because he eventually into the beasty tank of a punisher Torterra). 
I think I am going to go with Charmander, because he eventually evolves into Charizard, who can fly, making the games so much easier to navigate.

For each Generation...

In Gen 1, it'd be Charmander, because of Charizard, the bad-mamma-jamma Fire Dragon that wasn't yet a dragon (type).

In Gen 2, I honestly didn't particularly like any of them, but I chose Cyndaquil because of fire.

In Gen 3, Torchic by far, because it becomes my second favorite type, fighting.

In Gen 4, Chimchar, because of fighting, but Piplup would be chosen for the long run because of steel coverage.

In Gen 5, Tepig, for the same reason as the previous two gens.

In Gen 6, it's close between Chespin and Fennekin, but ultimately it'd be Fennekin, because Psychic is my most favorite, and the design of Chesnaught enforces my decision against Chespin.

In Gen 7, Rowlet would be my choice, because it becomes ghost, which helps against the strong fighting moves in late-game and the abundance of normal moves. Not only that, but the early flying type definitely assists when against ground types. In addition to the overall coverage, the design of Decidueye is epic. Or at the very least, I think so.

From Gen 1 I vote Charmander I always liked the moves it learns and it's evos were really cool .
From Gen 2 Totidlile since he's basicly the only one in Gen 2 that can really get you up and running quickly plus he reminds me of Godzilla
From Gen 3 Torchic It becomes really the best fire and fighting starter in my opinion because it seems like it learns better moves than Infernape and Emboar.
From Gen 4 Turtwig I really liked it's types and it can take out fire types since it learns Earthquake plus it looks awesome in it's final form.
From Gen 5 Snivy It had the highest speed of any starter I've seen plus had a similar moveset to Treeko plus learned some snakey moves as well. I totally forgot in Pokemon XD the Gale of Darkness you start with an Eevee and get to choose one of it's forms. Also in Pokemon Colosseum you start with Umbreon and Espeon. Those also were really cool starters.

I absolutely love the Litten line. I like fire types and I like cats. It's perfect. Also, Incineroar is literally one of my favorite Pokemon of all time. So much personality was added to him, and his moveset is pretty great too. I love the wrestling characterization.

The answer to this question depends on the generation of course, but overall I'd probably have to go with Torchic. He was my first ever Pokemon, back in Pokemon Ruby, and for that reason he's my favorite.
