Wood Hammer is a risky move to use, however there aren't many good physical grass type moves aside from Leaf Blade and Petal Blizzard. The fact that Wood Hammer has more power than either of those makes it an excellent move to use, but it has the same problem as Double-Edge, the recoil makes it a risky move to use. Overall though, there aren't many grass attacks that can pack a punch like Wood Hammer can. I'd give Wood Hammer an 8 out of 10.

The next move to rate is Cosmic Power.

Cosmic power can be a  really great setup move when used on the right pokemon. Clefable becomes a huge wall with two cosmic powers and paired with stored power it makes for a dangerous combination. Sadly not a lot of pokemon learn it but those that do really benefit from it.

Overheat is an incredibly strong fire type move, however, the combination of 90% accuracy, 5PP (8 Max), and two stage special attack drop are what discourage me from using it. Although 90% accuracy sounds promising, when you only have 5-8 PP to work with, you run the risk of it not hitting, which therefore makes it somewhat unreliable, especially in a competitive setting, otherwise, it's not that big of a deal since your opponent will most likely use helping hand a dozen times anyway. Overall, I'd rather use a more reliable move like flamethrower for the perfect accuracy and higher PP.

While I suppose it can be used early on in the game, growl quickly loses its utility after learning stronger moves and leveling up your pokemon. Whenever I have the opportunity to learn a new move, moves like growl and leer are among the first to get replaced. I can't see much of a reason to use it since you basically give your opponent a free turn to attack or setup, even with the attack drop. Overall, I'd much rather have the ability intimidate to do the same thing without hogging up a move slot or wasting a turn.

Since most Dragon-types tend to have a double weakness to Ice, this move is essentially lethal against them. 90 base damage, coupled with STAB and its 100 accuracy simply make it perfect to sweep that Dragon-type Gym that has been almost omnipresent in all core games.

One of my favorite moves and one I used to search actively to deal with Dragon-types, so couldn't rate it any lower than 10/10.

Next move to rate is Air Cutter.
