Elixir makes me think of the item in pokemon that will restore 10 PP to all of the moves of a single pokemon when used.
It's quite rare as you can not buy it anywhere so you're stuck with the ones you find on your journey.

The very first thing I thought of was the PS2 game, Fullmetal Alchemist 2: Curse of the Crimson Elixir... Even though it's been years since I've played that game. XD
