Hmm... The first shining Pokemon I encountered was probally the Red Gyarados in Pokemon Silver.
I believe I caught it. Though maybe that particular one shouldn't count as anyone can get that one.

I haven't even ecountered one in the wild (haven't gotten to Lake of Rage/Red Gyrados on Crystal yet)! My only shiny pokemon have been through trades, and that was after several different save games: 2 on Sapphire, 3 on Pearl, and 3 or 4 on FireRed. And then my brother went and caught a shiny geodude his first save game on Pearl, after only like two games on FireRed! I was soooo jealous!
