I always found it more useful to level up a single pokemon (or two in the 2nd and later gens), then get others for fun/hm reasons. It is much quicker and more efficient.

The first generations had extremely easy Elite 4, and the HP of the starter pokemon was a whole lot higher. The later ones lowered the hp, and made the Elite 4 more Elite.

An Example would be my Blue version:
Venasaur Lv. 61
Pikachu Lv. 35
Mew Lv. 100 (Mew glitch)

I only switch to Pikachu when I need to revive Venasaur (which is never, and I don't use Lika's moves) and Mew as a show off with only one move: pound. In the above set up, Venasaur has 300+ hp (pretty sure), and the Elite 4 hardly leaves a scratch, except Bruno, the fire dude.

My Silver version (used the "get all 3 starters" glitch):
Meganium Lv. 73
Ferilagator Lv. 39
Typhlosion: Lv. 40

If I tried to only use only Meganium against the Elite 4, I would have my butt handed to me, and go away defeated (even if I switched out to heal). They are a lot more annoying and Meganium would probably have only a little over 250 hp at the moment. They made the later gens a lot harder. But beating them with these 3 (using only Meganium to fight)is definitely possible, since I've done it.

Was skeptical about using Lugia, I usually just collect them and don't play with them but I thought what the heck I will make an exception this time. Otherwise it would of been my Level 46 Pidgeot which I tmed hyper beam and steel wing w00t.

I am not sure if I will keep leveling, it took a while leveling them off of level 35 pokemon and I have no one to battle with so I could finish the game with this team and no more level which I probably will.

This is my Fire Red team - really boosted my Charizard and didn't really catch anything until later on. I managed to do 6 gym badges yesterday - with the help of the speedup function. (: So my Charizard has made it easy for me. Just have Giovanni and Elite Four now as I beat Sabrina earler today. (:
