Yes ditto is definitely the best for breeding pokemon. Especially for the global link trade to get starters that you can breed and trade.

I think it really sort of depends. Most seem to use Ditto for breeding. I, myself, have never used one in battle. But if it is used in battle it could probably be good if the user has a strategy in mind, and can get it to transform quick enough. Ditto seem to go down pretty fast if you can hit them before they transform.
