     So the RGR emulator is not working right and the basic controls aren't responding for me.  But my PlayStation emulator is working because I had configured it to a USB controller.  However because of my problem I can't even get the control change function to work.  I read that you can externally configure the controls in the VBA configuration Workaround thread, and you can use Xpadder to change your controls.  However every time I try and use it, it says Unsupported windows Version Detected.  Requires 2000, XP, Server 2003, or Vista.  Is there a more advanced version of this program available or is there something I'm missing?

Since it's a long outdated program, you'll need to run it in compatibility mode. To do that, right click the executable, go to Properties, click over to the Compatibility tab, check "Run this program in compatibility mode for:" and select a supported version of Windows from the drop down list. That should get it to run like it's supposed to.

OK, so now I got the program to run but when I tried configuring my second joystick it glitched and now doesn't respond to any of my commands.  It doesn't do anything when I try configuring either joystick (even the first one that worked), when I try to enable the D-pad nothing happens, and pressing buttons doesn't add it to the layout.  Then when I re-downloaded it and tired it again I managed to get it all to work until the trigger section.  But on the controller properties it seems to be responding just fine.  Any help?

You're trying to use VBA, right? Just so I have it right, you went through the steps of reconfiguring the key bindings through the VBA config file and you're now trying to map your USB controllers buttons to the key bindings in the emulator, right? For example, the emulator's start button is bound to the Enter key and you're trying to bind your controller's start button to the enter key. Or for another example, you have the emulator's D-pad bound to WASD and you're trying to bind your controller's D-pad to WASD.

Actually after I noticed all I'm doing is re-configuring my controller to act as the keyboard I realized it probably wouldn't work.  I thought that I would be able to reconfigure VBA to the controller, not reconfigure my controller to VBA.  The problem I'm having is that the emulator won't respond to any commands other than my controller, having my controller mimic the keyboard would probably do nothing.  So I'll need to actually configure the emulator to the controller directly without being able to use the Emulator configure function because it doesn't work.  While normally the two would be interchangeable: changing the controller to the keyboard, changing the controls to the controller, in my case it's not the same because of an Emulator problem.  However, the problem I started this thread for has been resolved so thank you very much.
