This is a movelist for the King of Fighters 94' for the Arcade, Neo Geo, and other systems. This series features characters from other SNK fighting games like Fatal Fury and Art of Fighting. It also features characters from early obscure SNK games Psycho Soldier and Ikari Warriors along with a blend of brand new characters. Here are the teams as follows:

Duckwalking is when you walking while you are still crouching both in the game and in real life. It is a carryover from Fatal Fury 2 and Fatal Fury Special and it can only be used by characters from those games. Also for the Fatal Fury characters, the motions for their super moves in Fatal Fury Special stayed the same in this game and in its sequel King of Fighters 95' before some got overhauled in King of Fighters 96'

Now even though he is unplayable in the game, Rugal does have a set of moves of his own except a super. You fight him in two forms. The first form, he has his clothes on and he fights normally without using any special moves but it does look like he has some command moves up his sleeve. Once you beat him the first time, he will lose his jacket and go all out on you. Here are the moves you can expect to see from his 2nd form.
 
Genocide Cutter - An anti-air move that will nail everyone who tries to jump in on him.
 
Reppuken - Stolen from Geese Howard. It's a ground projectile that travels across the ground.
 
Kaiser Wave - Stolen from Wolfgang Krauser. Rugal will rear back and fire a large projectile across the screen that is hard to jump over so it is best to dodge to the side when you see him rear back.
 
Dark Barrier - Behaves and looks just like Athena's Psycho Reflecter as it Rugal will send any thrown projectiles back at you and hurt you.
 
Watch out when his energy meter is full. Even though he has no super moves, his Genocide Cutter can take a big chunk out of your energy for major damage.

Now even though he is unplayable in the game, Rugal does have a set of moves of his own except a super. You fight him in two forms. The first form, he has his clothes on and he fights normally without using any special moves but it does look like he has some command moves up his sleeve. Once you beat him the first time, he will lose his jacket and go all out on you. Here are the moves you can expect to see from his 2nd form.
 
Genocide Cutter - An anti-air move that will nail everyone who tries to jump in on him.
 
Reppuken - Stolen from Geese Howard. It's a ground projectile that travels across the ground.
 
Kaiser Wave - Stolen from Wolfgang Krauser. Rugal will rear back and fire a large projectile across the screen that is hard to jump over so it is best to dodge to the side when you see him rear back.
 
Dark Barrier - Behaves and looks just like Athena's Psycho Reflecter as it Rugal will send any thrown projectiles back at you and hurt you.
 
Watch out when his energy meter is full. Even though he has no super moves, his Genocide Cutter can take a big chunk out of your energy for major damage.

This is yet another fantastic fighting movelist guide you've made. If I were to ever play this game, I'd definitely need to look at this guide again so that I'd know what I'm doing because I'm not very skilled at these kind of games. I do have one question though, what is the best King of Fighters game you've played? Would it be this one?

My favorite one of all time would actually be King of Fighters 98 followed by KOF 2002. I also like King of Fighters 13 as well as it is a complete version of that King of Fighters 12 disaster.
