This 1999, we will once again view a beloved classic now fully remastered. In other words Horsea and Seadra got a third form in gold and silver.  Kingdra is a very balanced water and dragon type, with one fourth damage from fire and water, half from steel, and double damage from dragon and... ugh, fairy. Kingdra takes some work to obtain, you need to trade a Seadra holding a dragon scale in order to evolve it, so guess you're gonna need a second 3DS.

Let's start with abilities as always. Swift Swim is an ability that increases speed in rain. Seems nice, but sadly Magikarp also knows Swift Swim... crap. Sniper is a rare and powerful ability that makes critical hits do 3 times the damage instead of 2! It's hidden ability is Damp. It doesn't allow the use of Selfdestruct or Explosion on the field... if only I had that ability on the field when I found a shiny Geodude... T_T
HP 75
Attack 95
Defense 95
Sp Attack 95
Sp Defense 95
Speed 85
As you can see you could mold Kingdra into whatever pokemon you want, a defensive tank, a hard hitter, a stat changer, even a staller if you play your cards right. :J

You all gotta start with Water Gun at one point amiright? If you don't know what Water Gun does... put down the 3DS, turn it off, take out the game, put in Animal Crossing New Leaf, and just play that because I can't help you.
Lvl. 4 Smoke Screen: We ALL know that I love increasing evasiveness or lowering accuracy! Keep this for life, love it, cherish it, never let go. You will be sending out your level 100 Kingdra and when you select a move you will see smoke screen in the top right corner and say... remember the times I've had with that?
Lvl. 8 Leer: Can't say the same for Leer... well if you MUST know it lowers Defense. But when you're going against a rock pokemon early on Leer's only gonna help when you use it to counter a Geodude's Harden...
Lvl. 11 Bubble: Used to suck horribly back in the day, but now it's the Water Gun MK. II. It does the same damage and accuracy as Water Gun... FINE I'LL SAY IT damage 40x1.5 accuracy 100, AND it has a tiny chance of lowering the foe's Speed. Now wasting a turn to go first the next turn I don't dig... but if it goes with attacking THEN I can do.
Lvl. 14 Focus Energy: If your Horsea has the Sniper ability you are in luck, it increases crit ratio. That's critical % in poke-speak.
Lvl. 18 Bubble Beam: Or Water Gun MK. III, has the same effect as Bubble but with damage 65x1.5.
Lvl. 23 Agility: Again, WHY WASTE A TURN TO GO FIRST THE NEXT TURN!!?!??!??!
Lvl. 26 Twister: It's exactly like Water Gun only with dragon damage and it may cause the foe to flinch 1/5 the time.
Lvl. 30 Brine: Water Gun MK. IV, it has the same power and accuracy as Bubble Beam and while it doesn't lower Speed hopefully once every ten turns it does DOUBLE damage (in caps<) after half health.
Surrender now or you will DAI!
At Lvl. 32 Horsea finally evolves into Seadra. It was a long tough road to get here, but if you got a dragon scale from Terminus Cave or got one of 20 Horsea's, Seadra's, Dratini's, or Dragonair's with one you can always trade with your friend's Pumpkaboo and trade back again! You'll get a butt-load more powaa!
Lvl. 40 Hydro Pump: Water Gun MK. V does 110x1.5 damage per hit now at the cost of 80 accuracy, or you could keep brine, no pressure. Just choose. No I'll be waiting here... anytime now would be fine ._.
Lvl. 48 Dragon Dance: Raises Attack and... Speeeeeed...
FINAL MOVE
At level 57 it's final wild card is... Dragon Pulse... damage 85x1.5 accuracy 100, well it's not as good as Hydro Pump or Brine but who CARES? I don't care, I don't even CARE!!!
(I care immensely)
Good TM's we could work with... lessee
TM13 Ice Beam: Might as well have more versatility right? 95 damage, oh exsqueeze me... 90 damage and 100 accuracy, can freeze foes too.
TM18 Rain Dance: Want the water damage boost and a possible Speed boost if you have Magikarp's ability? Go for it.
TM55 Scald: Attack your foe with hot water and you may leave a burn. 80x1.5 damage and 100 accuracy.
TM91 Flash Cannon: A steel move with 80 damage and 100 accuracy that may lower the target's Sp Defense

And now the moment we've all been waiting for (not because we care but because we have no choice), my recommendation! YAY!
Remember, it will know Smokescreen and eighter Brine or Hydro Pump. Then give it a strong dragon move as well for dragons and, well that's it... but if the water won't do you should go for dragon power next! I'll leave the last spot for you, you could give it another typing counter if you want or give a move favoring the ability it has .Or just leave it empty... hey 3 moves could do right? No it won't, well you'll figure out! As for EV's this one is tough. Just give 252 in the 2 stats you use the most and the last 6 for who cares. Yeah, if that layout looks different from other EV recommendations it's cause I needed to do more research about the whole EV concept... I done messed up all this time. So that's the jist of Kingdra, go catch and trade one I guess... look I dunno how to end off so I'll just put the picture up ok?

I was not a really big fan of Kingdra. I’m not a fan of it’s stats, the design, or just the Pokemon itself, but you did a great job with this review.
