HMMPH....Tails is a failure, personally I hate sonic. Luigi however (being a plumber) could beat tails to death with a wrench. tails is a small rodent like thing. Luigi wins end of story. (my opinion only)

That's a tough one... Sure, Tails can fly, but what if Luigi has his Poltergust with him? He could suck Tails up in that thing and just forget he was even there!

However, Tails could easily call - and pilot - the Tornado, in which case Luigi would be stuffed.

Mmmh, I'm not sure, really depends what Tails and what Luigi, since I mostly play Brawl right now, I say Luigi, why? Because he has the Negative Zone, and no matter how you fly, what technology you have or how fast you are, you'll get unconscious and be there, waiting for Luigi's punishment, this, is why Luigi deserves to win.
