Personally, I think the hardest trainer to beat in the Hoenn region is either Phoebe, the glost type elite four. For Gym leaders, I would definitely have to say Tate and Liza.

I think it will be a tie against Spencer, Steven?and Brandon.
Spencer: He is extremely difficult if you don't have the correct nature. If you do, then he will be a breeze.
Steven : He has the highest leveled Pokemon excluding max level Battle Frontier Frontier Brains', but if you got the correct moves and strategy, Steven is just as easy as the Elite 4.
Brandon: The actual guy isn't that difficult, it's getting to him that's challenging. I personally like mazes, so it didn't bother me much, but that's just me.

My mind initially shot to Steven because of his mastery of all Steel types which are almost completely and total undefeatable, but I'm actually leaning towards Brandon.

In my humble opinion he's the strongest Frontier Brain, and I think he could defeat Steven even though he's the champion.

I played Pokémon Sapphire but I never came so far, but since those two are pretty alike I'd say that the hardest trainers are:
1)The team aqua grunt in Petalburg Forest with his poochyena
2)Brawly, he was hard until I went against him with Sableye, then it was real easy peasy.
3)May for the second time.

I think the frontier brains are the strongest pokemon trainer in hoenn region but I did not battle them because I play ruby version and never encounter them in pokemon battle. So I think that Steven is the strongest of the all trainer because he is the Pokemon league champion.

I won't pretend to have battled the frontier brains, but who would you find tougher? The high-level Pokemon League Champion, or the diverse Frontier Brains? I would guess you'd say the Frontier Brains, but before you beat the Pokemon league the 1st time, how sure are you that you can win with minimal high-level training save for the Elite Four members you manage to beat? I don't struggle much with team diversity or strategy so I'd say the Pokemon League Champion.
