So i was troling on the internet when i see a mini sonic running on the google homepage? I go closer and it says Retro game room? How much does it cost to advertise and how can i advertise,

Uhm, you're sort of asking two different things. The reason Vizzed shows up as number 1 in search results is mostly because it's a huge site that's been around for over a decade. That means a lot to the Googlebot.

But the animated banners you see are actual ads that Davideo pays for with the donations and advertising revenue. Believe it or not, Vizzed is actually a business (Run on the backs of us users!) that David makes (An extremely small amount of) money on.

As for how much it costs... Well, not looking at the books, I can't tell you that, but for it to be worth anything for a site this big, it has to be a pretty penny. If you want to do it yourself, check out Google Adwords. You only pay when people click, so that should be helpful.
