I simplified it by saying you could pick a type, but the actual "Final Type" was a one time only dibs on any Pokemon of your choice. That meant you could essentially pick a type, not literally.

If you really feel that way, then maybe you can ask someone if they're willing to pass on a Pokemon. If they say no though, don't ask them a second time. Just to make things clear.
