I own this game on my SNES, and I demanded to have it here. It wasn't really a problem to get it here, since it is indeed very good.
There are several ways to play the game. There is the VS mode, where you fight a friend, (or sibling, or dog), the tournament mode, where you fight against the other contestants in order until you win. The story mode is original, you choose a turtle and go through a (bad) story involving April and Splinter being kidnapped (no, really?). The "watch" mode is pretty useless. Choose two fighters, and they will fight eachother while you watch. Yawn.
Another innovation (since it came before Super Street Fighter 2 Turbo), is the ultimate attack gauge. When you hit your opponent, it gradually fills up, until you can unleash an Ultimate Attack, which is kick-ass powerful.
The game is not as good as Street Fighter, (or King of Fighters '98) but it's still great.
Tournament Fighters also has some flaws which can be annoying. Firstly, you don't have too many special attacks, only three. Secondly, your computer opponent will have no problem using a special attack that requires holding a direction for a while first, and that can be annoying. Thirdly, this isn't a flaw, but it is weird: In Story Mode, you have to win two rounds, just like in tournament mode. How stupid is that? It's like, "Get up, so I can give you another chance of beating me before I interrogate you, and at the same time lose valuable time I should be using looking for my friends!"
Oh yeah, my favorite character is Michelangelo, in case you wondered.
