Okay, so I bought 30 Bucks worth of PC games, Hawx, Fallout, and Shawn White Snowboarding, and they're all collections/games that were made before Windows 7 was released, and it says it will work for Vista or lower, but is there the possibility that it could work for my Windows 7 PC, or am I screwed?

I'm trying to figure out if your video card is dedicated or not.
You should probably get this tool- http://www.cpuid.com/softwares/cpu-z.html
And tell me what it says on the graphics tab.
The main things that come to mind here are a bad video card update that isnt supporting certain shaders or that for some reason the thing is jumping down into low color mode.

Windows Vista and Windows 7 have a compatibility feature that works like an emulator so that you can run programs that were meant for older versions of Windows. I've used it on my Vista computer for a photoshop program that was having issues and it wasn't too difficult. Here are two different URLs to explain it.

I have that same card and it sucks big time. Can barely play anything on it. If you ever want to know if a game will work on your comp this is a good place to find out http://www.systemrequirementslab.com/CYRI/intro.aspx It doesn't work with chrome though so if you use chrome switch to IE for when you use this site.
